State Inspectorate of the Republic of Croatia is an independent body of state administration with the mission to provide a comprehensive inspection service in all administrative areas concerning its authority, and to ensure that appropriate laws are properly implemented - Labor Act, Mining Act, Trades and Crafts Act, Catering Industry Act, Law on Employment of Foreign Citizens, Wine Act, Consumer’s protection Act etc.
The scope of the State Inspectorate tasks comprise inspection work in the administrative areas of trade and crafts, work and occupational safety, mining, pressure vessels, cattle breeding, fishing industry, wine business, forestry, hunting, catering and tourism.
Initial situation
More than 900 inspectors of the State Inspectorate perform their tasks of inspection supervision in compliance with the Laws governing inspection supervision for particular administrative fields, as well as the conditions that the inspectors have to meet. They are placed on the following positions: inspector for economic affairs, labor inspector, inspector for electric power supply, inspector for mining industry and inspector for pressure vessels. In the course of inspection supervision, inspectors are independent and they conduct the procedure, pass decisions and undertake measures within the framework of legal regulations, duties and authorities pursuant to the Law and other regulations.
As in all similar organizations, a large amount of paperwork is being produced on each case, and initially most of it was processed manually, with minimal IT support - inspectors mainly used MS Office products, and there was no central repository or document management scheme.
System description
Mono eGov package was developed to cover the needs for all types of inspectors. The functionality and user interface are common accross the organization, but the needs of inspectors in each particular administrative field are varying greatly.
This package used most of the tools from Mono Software development team arsenal, starting with a modified version of MonoX portal engine with support for State Inspectorate organizational structure and enabling users to easily enter information for each case as it is being processed.
One of the main goals was to enable inter-institutional cooperation (in particular with the Ministry of Defense, Ministry of Internal Affairs, Ministry of Labor and Social Welfare etc.) by using SOAP/Web services to exhange important information with other government bodies. In this moment inspectors can access the fresh information on all Croatian companies and citizens involved with them - this data (around half a million records just for the basic company info) is imported on a regular basis. State Inspectorate also transfers all the relevant data from/to its public site on a daily basis.
Mono eGov is also using smart client technologies described in other articles in our solution gallery. In addition we built a fully-featured InfoPath 2003 SP1 application for the Border Inspection.
We are currently incorporating a fully-featured document management system that will allow inspectors to store, archive and search all documents regarding their cases, bringing the paperless office much closer to reality.
All other "satellite" applications (phone books, vehicle administration and work orders, intranet site, etc.) are also successfuly integrated in the main application, giving users a single login point and offering easy navigation thgough all system components.

Mono eGov is developed using the Microsoft .NET framework 1.1/2.0 and related development tools (VS.NET 2003/2005 & C#, InfoPath 2003), and is running on MS Windows 2003 server and SQL Server 2000/2005.
