Hi,

just to post a "solution" to this issue, although a weird and misleading error everything came down to the web.config not being properly synchronized while performing an upgrade.

I hope everything else is working properly and if you have any other issues please post them in a separate topics.

One more thing to add, if the below error comes back then you will need to reset the personalization for that page.

Note: If you reset the personalization you will need to reconfigure all the WebParts on that page.

Personalization is not enabled and/or modifiable.
The Enabled property must be set to true, and a registered
personalization provider must be selected. The current user must be
granted the right to modify personalization state.
