Multiple file upload Web part is implemented via Silverlight in MonoX, as it cannot be implemented in any other way. It cannot be disabled in Web parts like blog and discussions which use it by default.
There is also a standard file-by-file upload part - UploadModule.ascx. You may use it in scenarios where you don't need multiple file upload functionality.
